What is the IAP all about? Read on...
The IAP is a voluntary program that jurisdictions utilise as an operating condition to schemes, permits or applications that provide improved vehicle utilisation.
IAP remotely monitors heavy vehicles using ‘Telematics Services’ – in-vehicle systems that utilise sensors to monitor parameters of interest (such as location and time). This monitoring process makes it possible to ensure the vehicle is operating as it should, i.e. that it is being operated in ‘compliance’ with the jurisdictional conditions of access.
Benefits to jurisdictions (and government)
We should emphasise that IAP does not replace the existing systems utilised by jurisdictions; however, it does provide significant benefits to jurisdictions across all areas of activity, because IAP:
♦ Improves road safety.
♦ Optimises infrastructure wear.
♦ Reduces environmental effects.
♦ Increases administrative efficiency and ability to ensure a higher degree of industry compliance.
♦ Optimises road freight policy and operations tasks, including optimisation of the on–road enforcement activities.
♦ Enables jurisdictions to establish collaborative partnerships across jurisdictions and with industry that foster co-operation.
Benefits to Transport Operators (TOs)
Again, we should emphasise that IAP does not replace existing jurisdictional systems, but provides an alternative for TOs who choose to use it. The TOs benefit from IAP, as it:
♦ Provides access to the road network for safer, more productive and innovative commercial vehicles.
♦ Provides opportunities to achieve increased productivity across the heavy vehicle fleet.
♦ Provides the pre-requisite to enter schemes that would offer benefits to the TOs to be signed-up for these types of service.
♦ Reduces compliance costs by the adoption of more efficient administrative procedures.
♦ Enables and integrates the advances being undertaken in the Performance Based Standards (PBS), Fatigue and the Compliance & Enforcement (C&E) areas monitored through the use of technology.
♦ Improves public perceptions and expectations of heavy vehicle movements.
